What is the available and the best CAT tools to translate pdf image?

Hi guys, this is my first time posting a topic here.
Nothing to write to much, I just got translation request in which the file is pdf type scanned image. I do not have much experience translating this file type. Using MS Office is too troublesome and not practical. May I know what is the best CAT tools to translate it. Thanks.

As DJHartmann mentioned Abbyy has an OCR engine that works really well. I think that if you use their free online CAT tool SmartCAT that their OCR technology is included in that CAT tool for free.

Cat tools are designed to help you translate editable documents, not pdfs.
If you don't want to invest in Abby Finerteader at the moment, they have an online service at http://finereaderonline.com/en-us It is free for the first 10 pages and inexpensive for additional pages.
