Englisch Begriff oder Satz: Forty-five minutes there

The body of a young prostitute is found in the garbage. She was murdered. The doctor is arriving at the crime scene.

Inspector: Forty-five minutes there, Doc.
Doctor: Please, murder is on the menu today, so don't scold. Guess what? She's dead.

I have two theories:

1. the inspector simply means that the doctor is arriving 45 minutes after the police

2. since "forty-five minute psychosis" is a colloquial name for the drug DMT, the inspector means that she took the drug.
What doesn't go with the second theory:
- the girl has marks of injections (and apparently DMT is smoked)
- she didn't overdose but was murdered.
- "scolding" doesn't make much sense in this case (at least to me)

Unfortunately, I only have one scene and not the whole script (not to mention the video). The dialogue above is the very beginning.

What do you think?

Erklärung:
that's what it sounds like to me, and that the doctor may be arriving a little late, in that the sooner a doctor gets there the better - does it make sense that way?

She could be a drug addict who injected herself and smoked too. She is dead but not necessarily from an overdose as she has been murdered. That is feasible.

The time theory does not make much sense to me as they would complain that it took 45 minutes to get there.
The scolding could be about something else.

Balaban Cerit: As I understand it, the inspector is saying that the doctor has kept him waiting for 45 min. (probably the body was lying there for a longer time). This explains the "scolding"./I have seen it used this way, but Prozians from the US should comment on this

Ken Cox: with Balaban. That's a common manner of speaking in the US, and means 'that's 45 minutes it took you to get here (since we called)'. In German krimis, the inspectors always complain about how long the pathologists take...
