Je pense aussi comme Tony qu'il s'agit de bibliothèques hébergées dans des locaux d'institutions dont ce n'est pas l'activité pou permettre l'accès aux livres à une large population.
En général, ce sont des écoles mais aussi des établissements municipaux, associatifs....

Erklärung:
I'm pretty sure that this is not any sort of 'mobile' library, but rather, the kind of library that is housed in some other building (a school, town hall, etc.) that is kept in locked cupboards and only opened at certain times; the sort of thing we have a lot in our rural villages here in France...
