(If I remember correctly, those were the 60s/70s/80s toy cars etc. that you would pull along the floor "with friction" a couple of times, so they would then move on their own for a few metres. But don't hesitate to correct me if I'm wrong about this.)

'Friktionsmotor' will be okay, but it might sound a little bit to technical for a toy. I think these terms are more common:
Rückzugmotor - toy must be moved backward to wind up a spring which creates the forward motion
or
Schwungrad-Motor - the manual forward motion of the toy spins a flywheel to continue the forward motion
