Nie widzę dlaczego nie przetłumaczyć tak jak napisane. Jest wiele trafień na confidential substance, gdzie oznacza to - jak tu:
"CHEMLIST contains information on both confidential and nonconfidential substances. A confidential substance is a substance whose specific chemical identity is not listed publicly because public availability of the substance itself may disclose proprietary information. Confidential substances are publicly listed by a generic name, which masks the chemical identity (for example, Butadiene acrylate polymer, Sulfurized alkyl phenols)."
