It looks like "second sheet paper" is used for continuation of a business letter etc, where the first sheet has the company's logo etc. pronted on top andthe second sheet is the same sort and quality of paper but without the headline. I don't think there's a short name for it in Polish.

Bardziej kolokwialnie - firmówka bez nagłówka.
Jest to papier firmowy mające wszelkie eleamenty normalnego papieru firmowego za wyjątkiem części umieszczonej poziomo na górze strony.
O ile mi wiadomo specjalnej polskiej nazwy na to nie ma.
