The company is owned by the local authority and operates under the terms of a management agreement between the authority and the ALMO. An Almo is a new, not-for-profit organisation run by an unpaid board of directors that includes councillors and tenant representatives. It takes over running the housing service day-to-day: things like ordering repairs and collecting rent. And it gets extra cash to spend on improvements if it performs well. The council continues to own the homes; tenants stay as council tenants and keep all their legal rights.
