For the Community actions financed under this Regulation, the notion of irregularity referred to in Article 1(2) of Regulation (Euratom, EC) No 2988/95 shall mean any infringement of a provision of Community law or any breach of a contractual obligation resulting from an act or omission by an economic operator, which has, or would have, by an unjustified item of expenditure, the effect of prejudicing the general budget of the Communities or budgets managed by them.
Quanto às acções comunitárias financiadas ao abrigo do presente regulamento, a noção de irregularidade referida no n.o 2 do artigo 1.o do Regulamento (CE, Euratom) n.o 2988/95 deve ser interpretada como qualquer infracção a uma disposição da legislação comunitária ou como a violação de uma obrigação contratual resultante de um acto ou omissão de um operador económico que lese ou possa lesar, devido a uma despesa injustificada, o orçamento geral da Comunidade ou os orçamentos por ela geridos.
