The "état de tutelle" seems to be the state where a pilot or aircraft is registered, the government authority from which and under whose conditions they receive authorization to operate. "State of registration" seems to apply particularly well in the first sentence; "state authority" may fit better with the second.

I know that "Etat" is state, but maybe it's better to say the word country.
Is the French aviation allowing pilots of other countries to fly? Is that what you are talking about?
The pilots are to follow the same laws as in their country of licensure while flying over French territory.
Is that the idea?
