The text is a report on French wheat production in 2004. 9 out of 10 tonnes sont aux normes de l'intervention. In the same paragraph it says that 9 out of 10 tonnes are suitable for making bread, and the remaining tenth can be used for animal feed. Does this mean that 9 out of 10 tonnes are eligible for state subsidy?

Erklärung:
Yes, I would say that "eligible for subsidy" would cover the sense. Since the actual words mean that it is "within the standards for intervention, it automatically follows that it is eleigible for intervention/subsidy.

Thank you for your help! In the end, I actually used the phrase "eligible for the EU's intervention system" as this was the phrase I found in a Reuter's press release. But it was a great relief to know I was on the right track!
