Erklärung: From what I understand the sentence is saying that in a hierarchical model(or layered power structure), people kept challenging each other or jockeying for position (to "jockey" is to maneuver for a certain position or advantage), and that therefore the chiefdom model (where one person had absolute power) proved to have the most staying power in this era.
