I assume they are casing the borehole used to take samples so that in the event that the sample is deemed to be of interest, they can simply resume drilling where they left off when the time comes, rather than redrilling (and casing) a productive borehole.
This may be more applicable to oil drilling than mining investigations, however ...

Or it may simply be the borehole marker, a piece of pipe grouted into the top of the borehole and projecting above the ground, with a sealed (and locked) cap to prevent extraneous matter getting into the ground. |
