Without more intimate knowledge of the site etc. it's not obvious what they are getting at, but maybe saying that they haven't changed channel discharge into an underground pipe, are not releasing water into a river beneath the surface whereas previously it was discharged into the river from height, etc. |

Without more intimate knowledge of the site etc. it's not obvious what they are getting at, but maybe saying that they haven't changed channel discharge into an underground pipe, are not releasing water into a river beneath the surface whereas previously it was discharged into the river from height, etc.
