I found the link above which shows that it is referring to ranks - communicating to more/less senior staff. I don't think that it has to be as formal as the link above in general because it's on lots of job adds:

In response to Juliebarba's comments: communicating at all levels mostly mean a personal ability to communicate horizontally at different levels of an organization (such as in one of her links "representing the organization at the highest level"). It does not necessarily imply communication channels running across hierarchical tiers. "Descendant et ascendants" in French means reports are sent up and instructions/comments are sent down across all levels by the same individual and that same individual may also organize collective communication sessions involving several organizational tiers, etc.

As to the objection that the "top-down and bottom-up" phrase seems to exclude the "middle"...well... metonymies usually do that you know: they tend to be elliptic a bit.
