Well, that's what it would normally mean; I'm a bit unclear in your exact context, since it is not a complete sentence, but normally the terms you have asked about would mean "aspherical lenses off-axis" --- but standing alone like that, it doesn't make a lot of sense. If the term was something like "degradations in the off-axis performance of aspherical lenses", I could understand it better...
