Erklärung: I'm trying to read the sentence. They used to use "expo kits" - that is, they used to have some more or less standardized box of stuff to set up at car shows and the like. But next year, they're going to have "placed at their disposition" -
(1) slogan/ad copy and (already made) video footage to be used creatively
OR
(2) an indefinite set of visual design materials and elements, including slogan/ad copy and either stock video footage or (possibly) video equipment
Either way, I'm reading the text as notification of a sea change in the in-house advertising policy: we used to use these kits, but now we're going to provide "elements" for creative working-up of a visual/video display, and that's the way we're going to do it starting next year.
