L’ensemble des postes de travail de la rédaction devra posséder un outil de montage Niveau 1:
il permet de faire un montage complet, avec des effets simples et/ou préprogrammés.
Il manipule plusieurs clips sur une timeline, permet de faire de l’insertion de commentaire, du mixage, des splits audio/vidéo, de l’insertion infographique, *en brûlé et en dynamique.*
L’objectif de l’outil de montage Niveau 1 proposé aux journalistes est de les rendre les plus indépendants possible vis à vis des monteurs.

If is referring to insertion inforgraphique, one reading would be that to insert a graphic, you can either import a previously saved filed (ie one that has been brulé) or you can create the graphic yourself within the editing software, which would have a graphic design tool/function (ie dynamique).

Erklärung: Just a hunch, based entirely on the use of the word 'brûlé'
We talk about time-code (the universal time reference system for video) being 'burnt-in' when the time-code digits are visible within the picture — this mode is usually used for offline-editing rushes etc., so that subsequent editors have a completely accurate reference on which to base themselves.
Conversely, for the on-line or final editing stages, you do not want this time-code to be visible in the final picture, so the 'live' version is used — the time-code data runs as the video runs, but is only displayed on an external display (or on-screen, but not actually combined into the wanted video signal)
Just a thought for the melting pot!
