"zinc-bearing" would apply if talking about ore, etc. I think it's perfectly clear/understood that zinc waste or scrap is not necessarily 100% zinc.

Dusty is right, in the absolute, I feel. But it has to be like the meat pies of yore which, when it was realized they contained more potato than meat, were rebaptized "potato and meat pies". "Zinc waste" has to be a waste material that contains predominantly or a high proportion of other metals, otherwise it would go by some other name (e.g. copper waste, iron waste). Strictly speaking, a waste material comprising zinc-coated copper sheet is both "zinc-bearing" AND "copper-bearing"; depending on the quantities involved, the available refining processes, or the primary metal to be obtained from processing, it might be called "zinc waste" OR "copper waste".
Googling shows 768 "zinc waste" [23,900 "zinc scrap"], 110 "zinc-containing waste" [122 "zinc containing scrap] and 114 "zinc bearing waste" [9 zinc bearing scrap]. Since there is undoubtedly more "zinc containing/bearing waste/scrap" in the world than (pure) "zinc waste", I find this odd if the distinction Dusty so rightly raises is strictly enforced.
To which I would add that I suspect that in French "déchets zincifères" covers both in any case. How would they say "(pure) zinc waste"?
