The following is a mixture of a guess and my glossaries:
VL: véhicule léger
PL: poids lourd
SPL: splendide (guess)
TC: transports Canada (guess)
The translations of these terms are rather self-explanatory, but I do not the equivalent of this CONCEPT in English, meaning what do anglophones consider "leger" or "lourd" (2t, 5t, etc.).
