I know what this is in French, the problem is how should I explain it succinctly in square brackets, after leaving it in French in the translated document?

For this all, "syndicale" has nothing to do with a "union". It's being used to mean the coming together of neighboring land owners to do renovations on all involved properties. This helps to ensure better upkeep of a given area (the owners can share costs, afford better contractors?, etc). This association even refers to neighboring land that is owned but possibly undeveloped (parcelles non-baties)
You could translate the title of the associations or leave them in French and explain. I think you could do all three: translate the title of association, give the French title and then briefly explain its meaning.
libre = without local government permission or government does not have to intervene
autorisé = needs permission to organize
forcé = has to organize by law
