as I understand it, the recouvrement is a dust jacket/book jacket/wrapper (Oxford-Duden Pictorial Dictionary) and the rabat is the flaps or jacket flaps. In other words, the book could be covered as school books are covered in France, or it can have a loose cover with flaps.

PLATS
Cartons formant la couverture d\'un livre relié et sur lesquels est appliquée la matière de recouvrement: cuir, toile, papier marbré, etc. On appelle contreplat le verso d\'un plat. (angl. Cover, Side, Board).
So the recouvrement would simply be the cover or covering

Se dit d\'une reliure en vélin blanc, pourvue sur le bord extérieur des plats, du côté de la gouttière, d\'un petit rabat également en vélin blanc. On dit aussi reliure à rabats.
I think then this would still be flaps

Erklärung:
Here is a good diagram to get you started. I get the feeling that "recouvrement" means that the book is covered with a fine leather (velin) treated like parchment. The "rabat" is the extent of the leather covering, but I can't tell in which direction they mean. I found a description saying that it goes around the "tranche" of the "plat" (cover panel) so I don't think they mean the spine...
