The "négociants" are trade outlets (selling only to professionals).
I have typically understood "commerce de détail" to mean retail, as separate from B2B or the professional customers frequenting "négociants." So any suggestions for "commerce de détail des négociants"?
Note - This is not trade outlets which also sell to individuals, because that is discussed under a different section of the document ("Une partie des négoces s'est ouvert récemment au grand public...").

Is it possible that we are talking about a "négociant" - for arguments sake and in a French context, say "Point P" selling in bulk (but in less bulk than it buys!) to your local corner d-i-y shop? I'm not sure you have to exclude "retail" here on the grounds it is mentioned later in the document; perhaps the text is discussing two separate phenomena related to wholesalers (trade outlets) who also conduct retail operations (either in the same store or in separate outlets or through other partners)
