Französisch Begriff oder Satz: Communauté Urbaine
Communauté Urbaine de Cherbourg - could this be "municipality"? GB English...

Urban Authority
Erklärung:
Again, as with the "comm. de communes", I had this recently; again, the above is what I came up with. Same objection to use of "community" as in your other question - it tends to mean a part of the population, not an adminstrative body.

The CU is, in fact, not unlike a "comm de communes",also being a combined body of communes, but one with a min. total pop. of 0.5m, hence their tendency to be "urban". It's probably not important for your text, but there is a similar structure called a "communaute d'agglomeration", with a smaller minimum population reqt. You could wonder why I didn't adopt my "combined district" translation here, but I decided not too....

urban society

Erklärung:
I would translate this as urban society of CHEBOURG. This depends on the particular context in which it appears. It can also be community, but I feel SOCIETY is more apt..Icannot elaborate further as I do not have the complete text.

Municipality

Erklärung:
Per your suggestion. The Wordweb English dictionary defines a municipality as follows: "An urban district having corporate status and powers of self-government" Synonyms are listed as: 'administrative district' and 'administrative division'.
English is not as wordy as French in any case. I would translate it as municipality. Urban community, whilst not being wrong, is not something you would find if you were to look up your local district administration office - rather, you would find urban local government services listed under 'municipality'. Furthermore urban community/society is a bit too vague a translation as it gives the idea of people living in an urban community rather than under formal administrative system which exists under local government authority.
