This sounds like an excellent definition of what the BACS system does, i.e. automatically collecting payments from, and transferring payment to, the bank accounts of people who have signed an authorisation. If I remember what BACS stands for, I'll add it later. I think ACS is automated clearing services.

Just from the prospective of my years in banking, in the US there are many companies that provide mainly payroll direct deposit payment services, again for companies without their own inhouse system. It sounds to me as if this is similar to what the company is offering - it is for a set base of individuals/companies that are paid, the amount may vary and they offer direct debit or direct credit. The reason the base of recipients stays the same is because it is typically the employee base (you would need to add/delete employees), or the customer base (you of course add/delete customers), and so overall the base is the same on a monthly basis, plus or minus any adds/deletes.
