Deutsch Begriff oder Satz: Ampelregelung

Zustimmung Terry Gilman: yellow is okay, too, in AmE - our system has red, green, and *blue* (and not just for Mondays)

traffic light/traffic lights rule

Erklärung:
traffic light (American)/traffic lights rule (British)

I don't know what it exactly means in the context of human resources.
But this might be the right translation for it.

the so-called "traffic-lights" system

Erklärung:
As the German text already includes "sogenannte" (so-called), I'd translate as above. We'd need more context to be sure what this really means, though.

http://www2.igmetall.de/homepages/br-netzwerk-ba-wue/file_up... seems to indicate that this is a gradual system of employee co-determination in terms of how to deal with extra hours worked. http://www.aerzteblatt.de/v4/archiv/artikel.asp?id=31254 provides further evidence and a thorough explanation, saying that this is a "green/yellow/red" system applied to extra hours worked (or less hours worked than scheduled or stipulated by collective agreements).

In any case, the English would require an explanation / definition / footnote of what the Ampelregelung includes.

Neutraler Kommentar Terry Gilman: I feel it's often better not to translate "sog." Here, the text refers to an established practice, the familiar traffic light system (variant: heat map), so-called could be read as a slur (as in: "the alleged 'CEO' of our company"); yellow is okay, too.
