Using the term "decor" pretty much eliminates the question as to what material the pattern is imprinted or pressed upon (paper, cardboard, foil, tape or panel) which is later applied (by whatever means) to the base material.
I feel we are not going to get very far until we know the process by which this effect is achieved on the paper - this is so process-specific. Otherwise we can only make generalisations and I cannot think that route would satisfy the client. Perhaps asking the client would help?

is shown on the page linked to in my question, although I don't actually know what it is. It could be paper, but is probably plastic of some kind (i.e. Blue Peter's good old "sticky-backed plastic"). It refers to a Papierbahn, but also to laminate etc.
My misgivings about 'wood-effect finish' are that we're talking about the material on which the wood-effect finish is, rather than the finish, aren't we?

You are going to have to determine the medium used here since there are so many techniques which are used to create wood effects. Maybe this can be seen in your link, but my computer tells me that site is dangerous and I cannot get beyond hysterical red warnings.
