From the context you provide, including the added note, \"Anlage\" seems to be consistently used in one sense only.

I think there\'s a lot of fuzziness between ANLAGE and ANHANG on the one side and APPENDIX, ATTACHMENT, ANNEX and ADDENDUM on the other side.

As I understand it, an APPENDIX is an integral part of a document with details on a specific topic referred to only generally in the main document body.

An ATTACHMENT or ENCLOSURE is a distinct document (often of an entirely different origin) that is attached or enclosed because it is relevant to or referenced in the main document.

An ANNEX or ADDENDUM is like an appendix but usually added later, sometimes to clarify or amend; it is also a term more commonly used in association with contracts.

As I said, these are how I understand the words from my experience -- I\'m not quoting any reference source here. I think most dictionaries will say ANLAGE = ATTACHMENT, but then, I don\'t know if every German document author is clear on the distinctions between ANLAGE and ANHANG.

Neutraler Kommentar Nick Somers: Good try, but if you Google "appendix annex" (without quotes), you'll find the two words used pretty much interchangeably. Agree on attachment and enclosure, but addendum not synonymous with annex.
