It means that there is a "federführende" (leading?) Ethikkommission and a (more 'secondary') mitberatende Ethikkommission.

I don't know if this means really 'jointly', but to my German mind, it is more the 'sedondary' connotation, so most probably it's -> co-consulting in this context.

However, an original English source text including an 'official' wording for mitberatend is still lacking.
