It's often specially erected near the actual potential mission site.
I've found assembly area and marshalling area, but these don't appeal to me - assembly area sounds like the place you meet to start a mission, but doesn't convey this "waiting ready to act", and I simply don't know the term marshalling area .

We're talking here about an operation that may never happen - not as in the military context you gave. The exact situation is the World Cup here in Germany, where hundreds of volunteers from medical and other organisations are on standby in case something terrible happens, but we all hope it won't.
