What I have quoted is not the title of the report, but just how it was referred to. "Auslegeordnung" also appear in other, more fragmentary contexts. I think it means "interpretation", but the "-Ordnung" part has me rather stumped.

My spontaneous idea was “interpretation scheme”, which googles quite well and covers what you seem to be looking for in terms of "Auslegung" and "Ordnung" in one composite term. But when I started googling for "Auslegeordnung", it soon became clear that
1) this term seems to be in use in Swiss German contexts (almost) exclusively
and
