These plants are IN the water - at the most you could only say "above WATER stems"! If you don't like "growing shoots" or "new stems", use EMERGENT PLANTS as others suggseted!! -

| growing shoots or new stems
Erklärung:
while "above ground stem" is a possibility for other plants, in the asker's case the plants are mainly water-lilies ... so perhaps growing shoots or new stems would be better (because these stems are under water and not above ground!)
