Sounds like a transformer substation to me.
You have high voltage coming straight to where a lot of power is needed on HT lines because less energy is lost over long distances. Then you have a transformer substation that transforms the high voltage into usable industrial voltage where it’s needed, such as a big factory or pier as in this case.
