More context seems to be needed here. I get the impression that your text is maybe describing a reel (mulinello) rather than the rod/pole (canna), because I can't imagine the function of an elastic band (assuming that is what your "elastico" is) on a rod.
Anyway, a "scaletta" can be described as a shoulder, inasmuch as it may be a stepped cross section of a cylndrical part, while the "cono" could be a tapered section of the same part. I am guessing wildly here, and my fishing experience in my salad days doesn't seem to offer much help, however, as everyone else seems to be compleatly (sic!)flummoxed with your question, I thought I'd have a shot. If you're still struggling with this one, and if you can provide more context, I'd be happy to take another crack at it.

Dear Derek, looking at the way I posed question now I'm not surprised everyone was flummoxed. My only excuse is that I'm taking anti-malaria medicine following a holiday in Africa and it tends to make some of us act a bit strangely!
I actually found "scaletta" and "cono" on a fishing site and they were translated as "tensioner" and "cone". Thanks very much for taking the trouble.
