Prefectura Civil del Municipio Arias

Dentro de las preguntas está “Prefectura del Municipio Libertador” y la traducción es “Chief Administrative Officer”.
Ahora bien, como sería la traducción para “Prefectura CIVIL del Municipio…”?

Civil Prefecture [of the xx municipality]
Explanation:

Venezuelan equivalent [edit]
Traditionally the prefecture as being the City Hall and the prefect as being the equivalent of a mayor and commissioner until recently; now the prefectures and prefect are analogous with the figure of Town Clerk.

And Phil is correct: Prefectura del Municipio Libertador” is not “Chief Administrative Officer”. The Prefectura is "Prefecture", a body/entity, not a person.

agree  AllegroTrans: yes, a Prefecture is a Prefecture is a Prefecture; it is wrong to try to "localise" the term

Context:
Spanish term or phrase: prefectura civil
Lo que suscrie, Secretaria de la Prefectura Civil de la Parroquia Santa María, Municipio Ribero, estado Sucre ...

NOT civil prefecture - something else, please!!!
civil prefecture

Explanation:
I'm aware that a "prefectura civil" is a "municipio", but there is something lost in the process of simplification.
A "prefectura civil" is the counterpart of a "prefectura militar", and originally "prefecturas militares" were granted in custody to a religious group, and thus they became a "prefectura civil".
In this case, the "Prefectura Civil" is not any municipality, but the "Prefectura Civil de la Parroquia de Santa María".
I know that for legal matters it is probably the same to denominate it "Municipality" or "Civil Prefecture", but I feel that there will be something forever lost if we choose to translate it for its current equivalent, and not for the old-fashioned, perhaps farfetched, literal equivalent.

agree Lisa Mann: civil prefecture is commonly used and accepted (as Mónica's sources show)

Even if you don't like it.
