It sounds to me like the document is talking about bonuses or incentives for workers...I'm pretty sure, but I'd still wait and see if someone comes up with a different take on it that I'm not seeing

Then I believe that Adriana is right on the money with her third option (and title option-quality certificate). Other options for you would be "quality card" and "quality voucher." I'm afraid that it sounds like it will be a matter of taste for the most part, as it's impossible to ascertain which exact word would be best for "bonus" within that context.
