I have never heard estorbo used in any other way other than for things such as: obstructing, hindering, hampering, bothersome, burdensome, annoying, etc.....
It appears in this context, they are using it to refer to a place of relative high visibility, where it would be able to remain for a while, and be seen by the general public such as in the suggestions I have offered..... I know this is stretching it a bit, but that appears to be the use here..... Maybe someone will offer other ideas, but it's a thought anyway..............
