Présentation
Cette conférence rassemble des experts en matière de sécurité et de développement économique pour toute la région de l’Afrique centrale. Je me réjouis de me retrouver parmi vous et de pouvoir accroître mes connaissances grâce à l’aide des participants ici présents.
Ma présentation peut paraître quelque peu hors-propos pour la plupart des participants. Je parlerai surtout d’un problème qui sévit en Afrique de l’Ouest et non en Centre Afrique. Pourtant, les causes profondes du problème que je souhaite vous exposer, le trafic de stupéfiants, ont pénétré l’Afrique en profondeur et s’étendront certainement à d’autres pays comme cela fut le cas à partir d’autres continents vers l’Afrique, et à partir de quelques pays de l’Afrique de l’Ouest vers d’autres.

The Growing Narcotics Trade Through West Africa
Introduction
This conference brings together experts on security and development from throughout central Africa. I am delighted to be here and to learn from the participants.
My presentation may seem a little away from the focus of most participants at this conference. I am talking about a problem that is most seriously affecting West Africa, not central Africa. Yet, the seeds of the problem I want to discuss, drug trafficking, have been sown deeply in Africa and can, indeed almost surely will spread to other countries just as it has spread from other continents to Africa, and from a few west African countries to many.
I have followed this subject for many years. As United States Ambassador to Nigeria, from 1986 through 1989, I saw drug trafficking reach into the higher levels of Nigeria’s government, subvert businessmen high and low, destroy the lives of hundreds perhaps thousands of poorer Nigerians, and give Nigeria the reputation throughout the world as one of the major sources of drug trafficking. Some of my dearest friends from Nigeria, men and women, including those of great dignity and honesty, were humiliated at airports from having to undergo searches, sometimes body searches, because they were Nigerian. Most of all, I saw in Nigeria what we see everywhere else, that a trafficking country soon becomes a consumption one.

THE STATE OF HAITI AND THE MINING COMPANY CITADELLE, S.A.
FOR THE MINING OF THE GOLD-SILVER DEPOSITS
OF GRAND-BOIS AND MORNE BOSSA IN NORTHERN HAITI
“Concentrate” means any product derived from run-of-mine ore, following the crushing, milling, flotation, gravimetric separation or other processes, and containing an appreciable amount of metals and/or minerals which are directly marketable on the world market for mineral commodities.
“Agreement” refers to the present Agreement, including all its annexes numbered from I to VIII.
“Production costs” refers to the costs and expenditures incurred by the Company, from the prospection and analyses operations to the production of unrefined gold and silver, including funds budgeted for the Fonds de Réhabilitation de l’Environnement/Environmental Rehabilitation Fund, duties and royalties, with the exception of the royalties for extracting the ore, the special mining duty and tax on income and on dividends.
“Currency” refers to all currencies quoted on the exchange market other than the gourde, the official currency of the State. The money used for the purposes of this Agreement is the US dollar.
“The State” refers to the State of Haiti.
“Bullion” refers to unrefined gold and silver bullion bars.
