Source text - French Dans la Province de Bengo en Angola, le travail de développement communautaire d'un volontaire VNU en Angola vise à renforcer les communautés de réfugiés pour les amener à s’aurogérer et les rendre autonomes. Ces stratégies sont particulièrement nécessaires pour les femmes, les jeunes filles et les enfants qui constituent la majorité des réfugiés dans ce pays.
Environ 300 réfugiés de la République démocratique du Congo (RDC) ont vécu au camp de réfugiés de Sungui dans la province de Bengo au Nord de l'Angola depuis l’an 2000. En association avec le bureau du Haut-Commissaire des Nations Unies pour les réfugiés (HCR), la volontaire VNU Mme Espigal officier en développement communautaire a lancé le projet de coopérative autonome agricole et de production de légumes. Le projet a sollicité des fonds pour que les femmes du camp de réfugiés construisent un bâtiment pour y installer un magasin, un bureau et une réserve.
« Ces travailleuses actives ont dû aller au-delà de leur statut de réfugiées et la plus grande bataille s’est jouée avec les banques locales », dit VNU Mme Espigal. Au commencement les banques locales ont refusé aux réfugiées l’accès à un compte d'épargne, obstacle important pour les programmes de micro-crédit
Translation - English In the Bengo province of Angola, a UNV volunteer's community development work in Angola seeks to empower refugee communities to run their affairs and to become self-reliant. These strategies are particularly necessary for women, girls and children, who make up the bulk of refugees in that country.
Since the year 2000, close to 300 refugees from the Democratic Republic of Congo (DRC) have been living in the Sungui refugee camp in the Bengo province in northern Angola. In partnership with the Office of the United Nations High Commissioner for Refugees (UNHCR), UNV volunteer community development officer, Ms. Espigal, initiated the Self-help Agricultural and Vegetable Production Cooperative scheme. The scheme raised funds for women in the refugee camp to construct a building to house a store, an office and a stock house.
“These tireless workers had to challenge their refugee status and the highest battle was with the national banks”, says UNV Ms. Espigal. At first, the national banks denied the refugees the right to have savings accounts which greatly hindered them from participating in micro-credit programmes.
