What the entire sentence is saying is that, from September, the autumn/winter clothing is put out on the shop floor (presumable so people can buy it during the appropriate season). There might be a neater way to express it than "out on the shop floor" (and I'll pop back if something else comes to mind!), but this might help you get the gist, at least!
