6. Entwicklungen im Jahr 2010
2009 feierte der Euro in eindrucksvollem Zustand seinen zehnten Geburtstag. Er hatte sich in einer Phase schwerer Verwerfungen auf den Märkten als stabil erwiesen und damit belegt, dass man auf den Euro als zweite Leitwährung nach dem US-Dollar zählen konnte.
Um die Jahresmitte 2010 herum hatte sich die Lage jedoch geändert. Als Schuldenprobleme innerhalb der Eurozone bekannt wurden, verloren viele internationale Kreditgeber kurzfristig das Vertrauen und schickten den Eurokurs auf Talfahrt. Plötzlich stand der Euro vor seiner bisher schwersten Belastungsprobe.
Die deutsche Kanzlerin Angela Merkel fasste die Lage im Mai 2010 so zusammen: “Der Euro ist in Gefahr … Wenn der Euro scheitert, dann scheitert Europa”, sagte sie vor dem Bundestag, der über den deutschen Beitrag in Höhe von 150 Mrd. Euro zum Rettungspaket der Eurozone für in Not geratene Mitgliedsstaaten zu entscheiden hatte.
Die Schuldenkrise nahm in Griechenland ihren Anfang. Das Land hatte im Vorfeld der Wahlen von 2009 verschwenderische Staatsausgaben unternommen. Die Länder der Eurozone und der Internationale Währungsfonds reagierten darauf mit der Bereitstellung eines Not-Kreditpaketes in Höhe von 110 Mrd. Euro, um ein Überschwappen der Krise in andere Staaten mit hoher Schuldenlast zu verhindern, darunter Portugal, Spanien und Italien.
Der Kern des Problems besteht darin, dass sich diese Staatengruppe im Übermaß durch ausländisches Kapital finanziert. Der Euro war unter Notenbanken als Gegengewicht zu einer einseitigen Abhängigkeit vom US-Dollar immer beliebter geworden, doch die jüngsten Nachrichten haben Zweifel an der Kreditwürdigkeit der Eurozone hervorgerufen.
Die Krise hat das Versagen des Wachstums- und Stabilitätspakts offen gelegt, der das Staatsdefizit in der Eurozone auf 3% des Bruttoinlandsprodukts (BIP) und die Staatsschulden auf 60% des BIP begrenzen sollte. Um einer weiteren Destabilisierung entgegenzuwirken und die Abstimmung der Wirtschaftspolitik in der Eurozone zu verbessern, haben die Mitgliedsstaaten und die EU-Institutionen eine Reihe neuer Maßnahmen ergriffen:
• Die EU-Finanzminister schmiedeten ein finanzielles Rettungspaket in Höhe von 750 Mrd. Euro. Darin ist ein Stabilisierungsfonds in Höhe von 500 Mrd. Euro enthalten; 60 Mrd. Euro davon sollen durch EU-Staatsanleihen aufgebracht werden. Der Internationale Währungsfonds (IWF) soll 250 Mrd. Euro zu dem Paket beisteuern. Das Rettungspaket soll von den Mitgliedsstaaten, der Europäischen Kommission und dem IWF gemeinsam verwaltet werden.
• Die Europäische Zentralbank (EZB) kündigte an, Staatsanleihen kaufen zu wollen. Dieser Schritt soll Kreditgeber von der Sicherheit der Kredite der Eurozone überzeugen. Außerdem kündigte die EZB an, Banken in unbegrenzter Höhe zu festen Zinssätzen mit Barmitteln versorgen zu wollen, und vergab an Notenbanken weltweit entsprechende Kreditrahmen. Ein Nebeneffekt des Ankaufs von Staatsanleihen der Eurozone durch die EZB besteht allerdings darin, dass sie ihre hoch gepriesene politische Unabhängigkeit und ihre Entschlossenheit zur Inflationsbekämpfung in Frage stellt.
• Die Europäische Kommission stellte Pläne zur besseren Steuerung der europäischen Wirtschaftspolitik vor. Kernpunkte sind die europaweite Abstimmung der Staatshaushalte und Reformpläne vor der Beschlussfassung auf nationaler Ebene. Verstöße sollen härtere Sanktionen nach sich ziehen als bisher.
• Der Europäische Rat berief das erste Treffen einer Sonderarbeitsgruppe ein, welche die Steuerung der Eurozone verbessern soll. Vorgeschlagen wurden unter anderem Strafzahlungen für Staaten, die zum wiederholten Male gegen die Haushaltsrichtlinien der EU verstoßen. Die Arbeitsgruppe soll den Staats- und Regierungschefs der EU im Oktober 2010 ihre endgültigen Empfehlungen vorstellen. Darunter sind wahrscheinlich auch erweiterte Einflussmöglichkeiten der EU auf die nationalen Staatshaushalte. Unter den EU-Mitgliedsstaaten wird intensiv darüber diskutiert, ob solche Schritte in Richtung eines fiskalischen Föderalismus eine Änderung des Lissabon-Vertrages erforderlich machen würden. Vor allem Deutschland spricht sich für eine Anpassung des Vertrages aus.
Die hoch verschuldeten Staaten der Eurozone stehen nun vor der Herausforderung, ihre Haushaltsdefizite zu verringern und zugleich schmerzhafte Strukturreformen umzusetzen. Griechenland hat angekündigt, sein Defizit bis 2014 um mehr als 10 Prozentpunkte vom BIP zurückzufahren. Spanien will sein Defizit von 11,2% des Jahres 2009 durch Gehaltskürzungen bei Staatsbediensteten und die Verringerung öffentlicher Investitionen reduzieren. Portugal, das 2009 ein Minus von 9,4% aufwies, kündigte an, Pläne zum Bau eines neuen Flughafens zu verschieben.
Ungeachtet der derzeitigen Verunsicherung über die Stabilität der Eurozone unterstützte die Europäische Kommission im Mai 2010 die Bewerbung Estlands zur Einführung des Euros. Die EU-Finanzminister entschieden darüber bei ihrem Gipfeltreffen im Juli 2010. Dank ihrer Zustimmung kann das Land nun Anfang 2011 Euro-Scheine und Münzen einführen.
Obgleich die Rahmenbedingungen zur Zeit alles andere als ideal sind, muss die EU ihre Verpflichtungen gegenüber den neuen Mitgliedsstaaten erfüllen und denjenigen, welche die strengen Euro-Beitrittsbedingungen erfüllen und strenge Sparprogramme umgesetzt haben, den Zugang zur Gemeinschaftswährung ermöglichen.
Weitere Euro-Beitrittskandidaten sind Bulgarien, Tschechien, Lettland, Litauen, Ungarn, Polen, Rumänien und Schweden. Estland, das schmerzhafte Einschnitte vorgenommen hat, um den Maastricht-Kriterien Genüge zu leisten, wird als Testfall für die anderen Euro-Interessenten gewertet.

6. Developments in 2010
In 2009 the Euro celebrated its tenth birthday in impressive condition. It had proven itself to be stable after a period of serious market upheaval, and, as a result, demonstrated that it could be counted on as the second key currency after the US Dollar.
The situation changed around the middle of 2010, however. As international lenders became aware of debt problems, many temporarily lost confidence in the Euro, causing its exchange rate to plummet. All of a sudden the Euro was confronted with its most difficult endurance test to date.
German Chancellor Angela Merkel summarized the situation in May 2010. “The Euro is in danger…If the Euro collapses, so does Europe,” she spoke in front of the Bundestag [Germany’s equivalent to Congress or Parliament- translator’s note], who were responsible for deciding whether or not to approve a German contribution of € 150 Billion to the Eurozone’s rescue aid package for struggling member countries.
The debt crisis originated in Greece. The country had undertaken wasteful expenditures in the period leading up to its 2009 elections. In response Eurozone countries and the IMF set up an emergency loan package of € 110 Billion in order to prevent the spread of the crisis to other countries with high debt burdens, including Portugal, Spain, and Italy.
The crux of the problem is that these states are excessively financed by foreign capital. The Euro had become increasingly sought after by central banks as a counterweight to unilateral dependence on the US Dollar, but the most recent news reports have raised doubts about the Eurozone’s creditworthiness.
The crisis has exposed the failings of the Growth and Stability Pact, which had been designed to limit member states’ deficits to 3% of their Gross Domestic Product (GDP), and their debts to 60% of their GDP. In order to counter further destabilization and to improve the coordination of the Eurozone’s economic policies, member states and EU institutions have taken a new set of actions:
EU Finance Ministers devised a € 750 billion financial rescue package. This includes a stabilization fund of € 500 billion, of which € 60 billion should be raised through EU government bonds. The International Monetary Fund is to contribute € 250 billion. The rescue package is to be jointly managed by member states, the European Commission, and the IMF.
The European Central Bank (ECB) announced its intention to buy government bonds. This step is intended to convince lenders that Eurozone loans are secure. In addition, the ECB also intends to provide banks with unlimited cash funds at fixed interest rates, and assign corresponding lines of credit to central banks worldwide. However, one side effect of the ECB acquiring Eurozone government bonds would be that the ECB’s highly valued political independence and its resolve to fight inflation would be called into question.
The European Commission presented plans for better management of the European economic policy. These plans primarily call for a Europe-wide vote on national budgets and reforms regarding the adoption of resolutions at the national level. Violations would be subject to harsher sanctions than before.
The European Council called the first meeting of a special task group to improve Eurozone management practices. One of the ideas suggested was to enforce penalty payments for countries that repeatedly go against the EU’s budget directives. In October 2010, this task group should present the EU Heads of State and Government with final recommendations, which are likely to allow for greater EU influence on individual countries’ budgets. EU member states have been intensively discussing whether these steps towards fiscal federalism would mean that changes would need to be made to the Lisbon Treaty. Germany, in particular, is supportive of amending the Treaty.
Those EU member states that are deeply in debt now face the challenge of reducing their budget deficits, while simultaneously implementing painful structural reforms. Greece had announced plans to reduce the country’s deficit to no more than 10% of the GDP by 2014. Spain intends to reduce its deficit of 11.2% in 2009 by instituting pay cuts for government workers and cutting back on public investments. Portugal, a country that reported a deficit of 9.4% in 2009, announced that it would delay construction plans for a new airport.
In spite of current uncertainties about the Eurozone’s stability, the European Commission supported Estonia’s bid to introduce the Euro in May 2010, and EU Finance Ministers approved this course of action during their July 2010 summit meeting. As a result of their approval, Estonia can transition over to Euro bills and coins at the start of 2011.
Although the parameters are currently far from ideal, the EU needs to honor its obligations to new member states and make it access to the common currency possible for countries that can fulfill the strict EU conditions of accession, in addition to having implemented strict austerity programs.
Other EU candidate countries are Bulgaria, the Czech Republic, Latvia, Lithuania, Hungary, Poland, Romania, and Sweden. Estonia, which has planned painful cuts in order to sufficiently fulfill the Maastricht Criteria, will be observed as a test case for other countries interested in adopting the Euro.
