Source text - English In the multi-course meal that is every James Bond film, there comes a palate cleanser of sexual innuendo at the end. During the Sir Roger Moore years, however, the meal seemed to end with a cheese course. Typical is the final scene in 1977’s The Spy Who Loved Me. As The Royal Navy recovers an escape pod in which Commander Bond is engaging in his own brand of between-the-sheets détente with a doe-eyed Soviet agent, the dialogue unfolds: Minister of Defence, over radio: “Bond! What do you think you’re doing?”
Having been forced to utter lines like that, it is understandable why, in the league table of actors who have played 007, many place Sir Roger in third place behind Sir Sean Connery and Mr Daniel Craig. But isn’t it time we give this master of devil-may-care his due? Think Sir Roger and, chances are, you think 1970s Bond: safari jacket, flared trousers, chestnut bouffant, call-girl tan, proto-dad bod and that plummy voice, rich and nutty as fruitcake, all the better to deliver those chalk-on-a-blackboard one-liners, those groaning puns and those dismal double-entendres.
But just as the 1970s (and the safari jacket, which Sir Roger seemed to wear in every movie) are looking better and better, so is his take on the Bond character. In the age of Mr Craig’s wracked and saturnine 007, we have grown accustomed to having our screen heroes tortured and gloomy. The James Bond of Skyfall and Spectre is scarred by unresolved childhood trauma and the violent death of the love of his life (Vesper Lynd). Meanwhile, Jason Bourne can’t remember his own phone number and even cartoon superheroes are neurotic: Batman, as played by Mr Christian Bale, was so miserable you wondered if he wouldn’t have been better off hanging up his cape and seeking the advice of a decent psychoanalyst. Each of those actors takes his action-hero role very, very seriously indeed. Studios and directors demand it, and so do
contemporary audiences. Sir Roger and co-star Mr Christopher Walken on the set of A View To Kill, Paris, 1985 Patrick Zachmann/ Magnum Photos For all those reasons, watched from the perspective of 2015, Sir Roger's seven James Bond films, a louche body of work that extends over 12 years from Live And Let Die (1973) to A View To A Kill (1985), can seem knackered relics of an era so distant from ours that the flimsy popular cinema of the time is unrecognisable from today’s slick blockbusters.
And Sir Roger himself, with his single raised eyebrow, his distracted air of half-engaged irony – sometimes he seems to stare off into space; perhaps he’s thinking about lunch – and his embarrassing uncle antics with women young enough to be his embarrassed nieces, can seem a ludicrous figure.
Implausible as a plot to take over the world, creaky as a Whitehall staircase, stiff as a you-know-what, Sir Roger seems to make little or no attempt to make Bond anything more than a two-dimensional figure of fun. He seems, simply, to be having a laugh. Roger – wooden, unconvincing, half asleep – miss crucial elements. He was too smart, too charming, simply too well-mannered, and with a far too highly developed sense of his own ridiculousness, to insult the audience’s collective intelligence by playing the frankly preposterous character of Mr Ian Fleming’s Bond – wine snob, womaniser, stuffed shirt, a loner who saves all from the megalomaniac Armageddon every time – for anything other than chuckles. This doesn’t mean he was disdainful of the role of 007. He just wasn’t pretending to be Sir Laurence Olivier or Mr Marlon Brando. (Incidentally, the greatest classical actor to have played Bond is Mr Timothy Dalton, and you don’t often hear cineastes naming him their favourite 007.)
Consider Sir Roger’s provenance: born in 1927 in Stockwell, not by any means the wealthiest part of south London, he is the son of a housewife and a policeman. A grammar-school boy, after the war – during which he was evacuated to rural Devon – he was commissioned into the Royal Army Service Corps, becoming a captain. Briefly, he was at RADA, the fabled London drama school. Then he worked as a model. In 1954, he signed a seven-year contract with MGM, but the films flopped. It was on television that he became a star. First as the hero of a British adaptation of Sir Walter Scott’s Ivanhoe, and then, from 1962, as the suave, quipping Simon Templar, a sort of contemporary Robin Hood (if Robin Hood had worn skinny ties and driven a Volvo P1800) in The Saint, based on the novels by Leslie Charteris. That show ran for six series and was an international hit.
Sir Roger followed this with the impeccably stylish and still very funny The Persuaders! in 1971, in which he and Mr Tony Curtis were mismatched Riviera playboys turned crime-fighters. Sir Roger, who played high-toned British smoothie Lord Brett Sinclair opposite Curtis’ rough-diamond New Yorker Danny Wilde, was reportedly paid £1m for the series, making him the highest paid TV actor in the world at that point. Then, the following year, Sir Roger took over as Bond in the wake of the after one film, On Her Majesty’s Secret Service) and Sir Sean Connery’s slightly grudging return for Diamonds Are Forever.
Every boy has a first Bond, like a first crush, and mine is Sir Roger. The film was The Spy Who Loved Me, and it was love at first sight. He had an underwater Lotus Esprit S1 (so did I, in time, though mine went in the bathtub, not the ocean), and he got to fight off Mr Richard Kiel’s teeth and wrap his tongue around Ms Barbara Bach’s. It’s not just me. Mr Craig’s first Bond was Sir Roger, too. Live And Let Die is one of the first films he saw at the cinema and he still considers it Sir Roger’s finest. “It’s when he was at his most stylish,” Mr Craig told me once. “And his most ‘Roger Moore’.” And let’s not forget: the man had style. He made his entrance in Live And Let Die in a dark blue, double-breasted cashmere coat, made for him by his long-standing Mayfair tailor, Mr Cyril any – who commission their own bespoke costumes for a film.) With the exception of Yves Saint Laurent – no slouch himself in the wardrobe department – Sir Roger did as much as anyone to popularise the safari jacket, currently enjoying another moment. And if things got slightly out of hand by the late 1970s – the spy we loved was rocking quite the collar behind the wheel of that sub-aquatic supercar – by the early 1980s, Sir Roger had returned to the sartorial understatement of Mr Fleming’s Bond.
His suits were made for him by Doug Hayward, of Mount Street, Mayfair – “a sort of genius”, according to Sir Roger – in whose shop he would spend time shooting the breeze with other dapper British actors, including Mr Terence Stamp and Mr Michael Caine. (This is the era when movie stars had style, rather than stylists.) Like Mr Stamp and Mr Caine, none of this glamour and sophistication came to Sir Roger by birth. He is a self-invented man.
Since retiring from the Bond role – at the ripe age of 58 – he has mostly dedicated himself to the good life and to his extensive work for UNICEF. At 88, he has been married four times and has three children. Like a latter-day Brett Sinclair, he lives between Monte Carlo and the Swiss Alps. As I typically do when writing a piece like this, I turned to the standard critical text on film stardom, Mr David Thomson’s Biographical Dictionary Of Film, before I got to work, to find out what I ought to say. But unlike Sir Sean Connery and even Mr Pierce Brosnan, Sir Roger’s not in there. Yet there’s space for Ms Colleen Moore, Ms Demi Moore, Ms Julianne Moore and Mr Michael Moore.
One suspects, of course, he could hardly care less. Plenty have done it differently, but nobody did it better.

profonde aux accents raffinés, bien qu'un peu fous, parfaits pour ses réparties mordantes, ses piques grinçantes et son ironie cynique. Et plus les années 70 s'améliorent (comme la saharienne que Sir Roger semblait porter dans tous les films), plus le caractère de Bond évolue. Aujourd'hui, à l'heure du 007 brisé et mélancolique de Daniel Craig, nous nous sommes habitués à voir nos héros sombres et torturés. reliques usées d'une époque si lointaine dont le cinéma populaire
léger n'a plus rien à voir avec nos superproductions.
Et Sir Roger lui-même, un sourcil relevé, avec son air distrait à moitié ironique – son regard parfois perdu dans le vide, pense-t-il à son déjeuner ? – et ses singeries embarrassantes avec des jeunes femmes qui pourraient être ses filles, est dans une certaine mesure ridicule. Intrigue de conquête du monde invraisemblable, raide et crispé comme un balai, Sir Roger semble juste s'amuser et faire peu ou pas d'efforts pour donner plus de deux dimensions à son personnage comique.
Et c'est sans doute là tout son génie. Car toutes les critiques de
Sir Roger – coincé, peu convaincant, à moitié endormi – passent à
côté d'éléments majeurs : il était trop élégant, trop charmant, tout
simplement trop poli, et avec un sens bien trop développé de son
propre ridicule, pour se moquer de l'intelligence du public et jouer

d'acteurs aujourd'hui, en fait je n'en vois aucun, qui commanderait
leur propre costume sur mesure pour un film. À l'exception d'Yves
Saint Laurent, qui n'a rien d'un amateur au rayon mode, Sir Roger
a plus que quiconque popularisé la saharienne, qui connaît en ce

Source text - English When I resigned from the Aljazeera Network as a director general in 2011, I dedicated most of my time to an institution I founded together with a group of friends, researchers and activists in the Arab World, which we called Al Sharq Forum.
For the benefit of the many people who asked about the secret behind such a name, the word Al Sharq (the Orient) is the term coined by historians in our region toward the end of the 19th century, especially in the wake of the collapse of the Ottoman state in the aftermath of the WWI. Hence, “Sharq” was the term used by poets, intellectuals and reformists to describe this legacy that extends over the four nations that together form the Sharq region: the Arabs, the Turks, the Kurds and the Iranians.
“Sharq” today expresses a historic transitional period and requires a new project. The region is living through an essential and genuine transition. It is as if the entire previous century, since WWI, did not do much apart from pacifying the reality. However, it pacified it without solid foundations. Thus, reality has today exploded right before us with its borders, minorities, majorities, sects and trends. It is a situation seen by many as a state of total chaos and escape. However, I see it as a state of natural transition and as a state of historic development toward the point of balance, which we must seek to attain at the minimum cost of blood and the minimum amount of violence and destruction.
The region today, especially during the past few months, is living through a new condition. I think that the “Storm of Decisiveness” that has been launched against the Houthis in Yemen has created a new sensation. It is felt today that a new regional order of some sort would have to come to being or is being formed. This order, or this concord, or this coalition, that should take place, and whose time has long been due – the fact is that it has been due for a very a long time but it has been delayed just like many projects get delayed in our countries due to the pressures of the past, which always seek with all its might to arrest the future. I believe, to begin with, that we must in fact adhere to it, build on it, protect it, develop it in the direction of more regional stability and establish new foundations for a balanced Sharq.
Regional vacuum
During the past few years, we in the Arab world have preoccupied ourselves with our own selves. Our priorities have been mixed up and they have launched against their own selves punishing, storming and exploding the reality in a manner that should never have been but it has happened because when many dreaded the Arab Spring and the Arab revolutions, they sought to silence them or uproot them. The outcome was that we turned against one another and dealt a blow to our own immunity.
In recent years, the region has lived in a strategic vacuum and Arabs were the weakest party among the region’s constituents. The Iranians and the Turks have had much more stable and representative states. In contrast, the partition entities endured by the Arab world, combined with our confused priorities and attacks on ourselves, led to a serious imbalance in the region.
In the meantime, Iran has moved ahead with its expansionist project. When I say Iran, I mean Iran the state and I do not mean a sect. In the balance of conflicts and strategies states are entities with wild ambitions for hegemony and, in the pursuit of such hegemony, they would use whatever is at their disposal, including religion, sect and mysticism. But here I am highlighting the strategic dimension of interplay in the Sharq without reducing it to a religious conflict.
Iran has exploited the region’s vacuum, pushing itself into niches regrettably vacated in our fragmented Arab reality. But in doing so, Iran has gone beyond what it can bear. It has provoked within us all, whether we are Arabs or Turks or Muslims calling ourselves the “folks of Sunnah”, something new and something we hoped to avoid and that is “sensing our Sunnism” – despite the fact that I am still fully convinced that we should not view ourselves as a sect. Regardless, Iran has managed to provoke a hidden anger within us. As a result, in the absence of rational, political vision, calls for vengeance using sectarian slogans have been made.
Conflict with Iran and its regional influence will not be a one month or even a one year endeavour. It will be a long struggle in which each party will strive to make the greatest amount of gains until a moment of balance when all parties are persuaded that the interest of the region as a whole are in the interests of all parties. We will have no option but to sit down and have a dialogue.
Until that moment, I would caution against confusing a strategic conflict over interests and influence with a religious conflict. One should never confuse that whose absolute end is the uprooting of humans and the destruction of their very existence with temporary political interests and we ought to protect ourselves from such thinking because a religious conflict in this region would be a massacre. We should hold our elites and politicians responsible: should we get drawn into such a conflict, we may pay the price for centuries to come.
A stabilising coalition
While there have been calls for the creation of a Sunni coalition, I believe such an axis, formed in the Muslim world for the sole purpose of dealing with Iran, would be a strategic, historic and ideological mistake. However, a coalition founded on the principle of serving the interests of all of the region’s nations could help us attain stability.
Foremost on the coalition’s agenda would need to be the daily reality of Palestinians, particularly the siege suffered by Gazans. Although public awareness of the conflict has been raised like never before through new modes of communication, we have been unable to reap its benefits because of the state of fragmentation in the Arab world.
Restoring stability to Syria and efforts aimed at bringing down the Assad regime, responsible for causing a political and sectarian explosion in the region, should also top the coalition’s to-do list. Iraq, too, would need to be at the heart of the coalition’s mission because Iraq is the shield of the Arabian Peninsula. Without such a shield we would be exposed to Iran and to all the conflicts that may arise in the future. Afghanistan would have also have to be on the list. A stable situation inside the country must be reached that will allow all constituents to take part in a balanced political system.
The prerequisites for a coalition are more prevalent today than ever before, largely because of the partial withdrawal of the US from the interventions pursued by the Bush and previous administrations – and not just in the Middle East. Just look at the Ukraine which has become, by the way, one of the most influential issues in international relations; it is having a considerable impact on the balance of power as a result of its proximity to the EU and the old relations with both Russia and the West. So, what has the West done for the Ukraine?
Russia has been able to occupy Crimea and today, it is intervening in the eastern region by means of the Ukrainian militias. What has the EU been able to do apart from some sanctions? In fact, most of the Western countries are attempting to limit these sanctions because they are having a negative impact on their own deteriorating economies. And what comes next? Nothing!
Even supplying the Ukrainian government with arms is still highly controversial within Western circles and within the US. If the decision of the US administration is one of non-confrontation, then any party can do what it deems appropriate with full responsibility for the repercussions. Russia realises this quite well and so does Iran.
We have become accustomed in our Arab reality to view America as if it were the whole world, the outside, the international community and the political will. But today America is saying: I am no longer what you wish me to be. Therefore, we should not insist on it. To the contrary, this is a moment to seize and build a regional coalition with an intrinsic vision centred upon our own interests rather than the interests of the West.
What Camp David is really about
The leaders of the Gulf Cooperation Council who head to Camp David this week to meet with President Obama should take into consideration the fact that the US administration faces a battle over the Lausanne Agreement that will significantly shape Obama’s legacy. Following on from the letter Republican leaders sent to Iran saying the agreement would never come to fruition on their watches, Congress has passed legislation that says that “no agreement with Iran will be valid without Congress approval”.
Obama's first and foremost concern is to pass the nuclear agreement. The meeting held at Camp David – where, by the way, nothing has ever been produced that was good for Arabs - is intended for this purpose. We should be absolutely certain that Obama wants this meeting in order to obtain Arab consent, which he then can take to the Congress and say: you claimed that we were renouncing our traditional allies in the Middle East? It is not true, they have already approved Lausanne and they have no problem.
Once we are clear that the Camp David is not intended to address Arab and Gulf security needs, but rather to save Obama, we know we must go in the meeting with our own agenda. We should not offer free approval of the Iran agreement which will eventually become a reality anyway. Specifically, we should push for the US to change its current stances in Yemen, Syria and Iraq.
Some people say that the Americans are supporting us in Yemen. But this is not true. In Yemen, the Americans are using a logic that is entirely different from the one we seek. When it comes to Yemen, the Americans say that they support the Storm of Decisiveness as a matter of principle, but the truth is that they are against it. All the countries of the region know this. They know that the Americans are pressing in different directions to influence the situation inside Yemen. They want an immediate ceasefire to be followed by a political process. This will eventually result in bestowing legitimacy on the Houthi occupation of Yemen.
As for Syria, the Americans are rather disturbed by the recent advance of the revolutionaries toward Damascus. They have been pressuring all the countries that support the revolution so as to stop the advance toward Damascus in order to prevent the fall of the regime of Bashar Al-Assad. The Americans are keen to prevent the collapse of the Syrian regime because they believe the fall of Bashar Al-Assad will result in the emergence of a regime that may be a terrorist one. For this reason, they are proposing some sort of a deal that may keep Bashar in place for a year or two as a transitional period during which time they will continue to fight the Islamic State group, al-Nusra Front and others until they manage to reach a final agreement.
As for Iraq, the American policy is to stand fully by Haider al-Abadi's government which is not much different from the Nouri al-Maliki’s government when it comes to major policies and strategies the country. The Iraqi situation of which we have seen a gloomy scene in Tikrit still looms before us: a sectarian army and radical militias that perpetrate the ugliest of crimes. Other organisations perpetrate similar atrocities. The conclusion is that there is no official Iraqi governmental edifice behind which we can stand and say that it does represent the Iraqi state. In fact, there is an official Iraqi edifice that represents a specific sect and that serves specific interests, and this cannot be acceptable at all.
Thus, the three American positions with regard to our region are, in essence, consistent with the Iranian position. In other words, the American ceiling in the Middle East today is identical with that of Iran.
When we go to Washington, the Americans should hear clear words from Arab leaders. They need to know that what is required of us has a price and the price is American support for radical change inside Syria, an essential balance in relations between the Sunnis, the Shiites and the Kurds in Iraq, and the restoration of legitimacy in Yemen. Without this, we should not give Obama anything that is free of charge.
Conflict over the region’s soul
The future of the region is in the shadow of internal conflict within our Arab societies. We celebrated and felt so excited about the Arab reality when our youth managed to stand in the squares of pride, dignity and liberty and when they unleashed hope within us. However, counterrevolutionary forces soon launched an offensive against the youthful leaders of the revolution and against our political parties and trends which had little, if any, in depth political experience.
Today, we are in a bitter situation. The arrows that targeted our hearts should not undermine our hopes. We must maintain that the project, which began with a cry for freedom and dignity from a young man in Tunisia, must continue with maturity and full comprehension of the changes taking place in the region while fully insisting on the outcomes we aspire.
The project of liberation and dignity in our Arab world is a constant and continuing project. Whoever believes that we have been defeated, that we should take a step back and that we should go silent for 20 or 20 years is deluded. Even if we have not yet succeeded in the realm of freedom and democracy in our Arab world, the counterrevolutionary forces have not succeeded either. All the regimes that have been born as an attempt to bury the revolution alive have not been able to achieve stability. To the contrary, they suffer more and deeper problems than the ones suffered by the forces that demand freedom and democracy.
Hence, we should say that hope continues and that the march for change has not been initiated yesterday and will not come to an end tomorrow. For thousands of years, this region has been a station for global changes. Any changes taking place within it will reflect upon the entire world. The price of change in this region is higher than the price of change anywhere else in the globe. Whoever seeks after genuine stability in the Sharq region must know that the cost will be very high, that the path will be very long and that patience will be mandatory. Those who cannot afford this should resign today so as not to constitute a factor of frustration and desperation.
History tells us that divine missions were born here and so too were intellectual doctrines. Therefore, it is here where the highest degrees of complexity happen to be, in the very reality we endure. So, when we talk about the Sharq, we are only talking about the spirit of the old world. The spirit of the Sharq extends to the very heart of the world with its philosophy, politics, history and economy. We need to comprehend this and comprehend that we live in a unique civilisational epicentre in which we need a deeper and smarter action than has been in existence until this very moment.
The sense of desperation that creeps into the hearts of many is driving us into so much haste. The price paid thus far for dignity and glory in our Arab World is still a small price if one were to take into consideration the fact that this conflict is a conflict over the entire future. It is not a conflict over a presidential position or over a parliamentary seat or over a cabinet portfolio. This is a conflict over the soul of the Sharq, this is a conflict over the soul of forthcoming generations, this is a conflict over the spirit of change in the entire world.
We have to comprehend this and we have to live it and deal with it as it deserves. We need to be prepared to reflect and rethink ourselves and our ideas. We need to come up with programmes and approaches capable of standing up to any global or regional pact. The new will be born because of us or despite us. Ultimately, we should wish to have the honour of standing on the side of the new.
Those in our world today, and also our region and ourselves in our own societies, live in a unique situation. We are living through a state of transformation that warrants from us celebration. Pain should not deter us from continuing to live within the circle of hope that change is on its way. High costs should not dissuade us from insisting upon the grand prizes that await our children, grandchildren and future generations.
Spirit of Sharq
We should realise that we are not only in a geopolitical conflict. We are also in an intellectual conflict, in a conflict over the discovery of ourselves. The Arab uprising has caused us so much pain, and so many tragedies too. But it has also uncovered so much decay in our ideas, visions and outlooks. Could anyone believe that our people, who gave rise to these young men and women who took to the squares to demonstrate for glory and dignity, also gave rise to those who celebrate murdering them and burning them alive?
We too live in a state of crisis in our thinking, our methods and our reality. This is a new opportunity for us to live through a state of rebellion against all these concepts and the state of generating new concepts that may raise us to this new level. This level cannot be borne by those who are in crisis or whose minds are in confusion or whose souls are lost. It is borne by the will of men and women who know the essence of their identity, their culture and their civilisation. They know they have the spirit of victory with them rather than the promise of slaughter.
Desperation should not compel us, not even for a moment, to choose suicide over a life in dignity. Our own existence is sacred and Allah created us so as to populate the globe, not graveyards. We are the inhabiters of the globe, the inhabiters of life and the creators of hope. This is the culture of the Sharq.
Our youth are today divided and lost between weird calls and strange slogans that are hoisted in the name of religion or in the name of vengeance, or the name of the sect or the name of the order or any other name of this or that sort. Yet, where is that deep, old, ancient spirit that exists within us all? Where is the spirit of love and brotherhood among the children of the Sharq?
I lived in Palestine, a land of ancient religious and social diversity. Each of you, those who belong to this region, has lived in his country, his village and his state. We all lived together with our friends and our neighbours, whether Muslim or Christian, whether Shiite, Sunnis, Druz or Alawites. We lived as Arabs, Kurds and Ajams and coexisted all together in this one and only Sharq.
This is its true spirit and those who defy this spirit will be broken. The spirit of the Sharq is eternal and should therefore never be defied. This Sharq is diversification. This Sharq is plurality. This Sharq is ascending above all differences. Whoever desires to slide into a hell to dwell within it, there will be nothing there but exclusion and death. As for the Sharq, with its light and its future, it will, by the will of Allah, always be there for all of us. If we are to fight for freedom, we shall have to fight for the freedom of us all.
Translation - French Quand j'ai démissionné de mon poste de directeur général du réseau Al-Jazeera en 2011, j'ai dédié la plupart de mon temps à une institution que j'ai fondé avec un groupe d'amis, des chercheurs et des activistes du monde arabe, que nous avons appelée Al Sharq Forum.
Dans l'intérêt de ceux, nombreux, s'interrogeant sur le secret derrière un tel nom, le mot Al Sharq (l'Orient) est le terme inventé par les historiens dans notre région vers la fin du dix-neuvième siècle, en particulier à la suite de l'effondrement de l'état ottoman après la Première Guerre mondiale. « Sharq » était donc le terme utilisé par les poètes, les intellectuels et les réformistes pour décrire cet héritage qui s'étend sur les quatre nations formant ensemble la région de Sharq : les Arabes, les Turcs, les Kurdes et les Iraniens.
« Sharq » exprime aujourd'hui une période transitoire historique et exige un nouveau projet. La région vit une transition essentielle et authentique. C'est comme si tout le siècle passé, depuis la Première Guerre mondiale, n'avait pas fait grand chose à part apaiser la réalité. Cependant, l'apaisement n'a pas de fondations solides. Ainsi, la réalité a maintenant explosé sous nos yeux avec ses frontières, minorités, majorités, sectes et tendances. C'est une situation vue par beaucoup comme un état de total chaos et de fuite. Cependant, je le vois aussi comme un état de transition naturelle et un état de développement historique vers un point d'équilibre, que nous devons chercher à atteindre en versant un minimum de sang et avec un minimum de violence et de destruction.
La région aujourd'hui, surtout durant ces derniers mois, connaît une nouvelle situation. Je pense que la « Tempête décisive » lancée contre les Houthis au Yémen a créé une nouvelle sensation. On peut sentir aujourd'hui qu'un genre de nouvel ordre régional devrait ou est en train d'être formé. Cet ordre, ou cette entente, ou cette coalition, devrait se mettre en place et n'a que trop tardé : le fait est qu'il est attendu depuis très longtemps mais il a été retardé, juste comme beaucoup de projets sont retardés dans nos pays, à cause de la pression du passé, qui cherche toujours, par tous les moyens, à stopper l'avenir. Je crois, pour commencer, que nous devons y adhérer, construire sur ces bases, le protéger, le développer vers plus de stabilité régionale et établir de nouvelles fondations pour un Sharq équilibré.
Vide régional
Durant ces dernières années, nous, dans le monde arabe, nous sommes préoccupés de nous-mêmes. Nos priorités se sont embrouillées et se sont elles-mêmes attaquées, punissant, prenant d'assaut et explosant la réalité d'une manière qui n'aurait jamais dû être mais qui est arrivée car quand beaucoup redoutaient le Printemps arabe et les révolutions arabes, ils ont cherché à les faire taire ou les déraciner. Le résultat a été que nous nous sommes tournés les uns contre les autres et avons entamé notre propre immunité.
Ces dernières années, la région a vécu dans un vide stratégique et les Arabes étaient le maillon le plus faible parmi les composantes de la région. Les états iraniens et turcs ont été beaucoup plus stables et représentatifs. Au contraire, les entités séparatrices supportées par le monde arabe, cumulées avec nos priorités confuses et nos attaques sur nous-mêmes, ont mené à un déséquilibre sérieux dans la région.
Pendant ce temps, l'Iran a avancé sur son projet expansionniste. Quand je dis Iran, j'entends l'état iranien et non pas une secte. Dans la majorité des conflits et stratégies, les états sont des entités avec de furieuses ambitions hégémoniques et, dans la poursuite d'une telle hégémonie, ils utiliseraient tous les moyens à leur disposition, y compris la religion, le sectarisme et le mysticisme. Mais ici, je souligne la dimension stratégique des interactions dans le Sharq sans la réduire à un conflit religieux.
L'Iran a exploité le vide de la région, s'infiltrant dans les niches malheureusement laissées vacantes dans notre réalité arabe fragmentée. Mais en se faisant, l'Iran est allé au-delà de ce qu'il peut supporter. Cela a provoqué en chacun de nous, Arabes, Turcs ou musulmans nous appelant « les gens de Sunna », quelque chose de nouveau et quelque chose que nous espérions éviter et qui est « la perception de notre sunnisme », bien que que je reste entièrement convaincu que nous ne devrions pas nous regarder comme une secte. Quoi qu'il en soit, l'Iran est parvenu à provoquer une colère cachée en nous. Par conséquent, en l'absence d'une vision politique rationnelle, des appels à la vengeance usant de slogans sectaires ont été faits.
Le conflit avec l'Iran et son influence régionale ne seront pas l'œuvre d'un mois ni même d'une année. Ce sera une longue lutte durant laquelle chaque parti s'efforcera de gagner au plus jusqu'à ce qu'un point d'équilibre soit trouvé, quand tous les partis seront persuadés que l'intérêt de la région dans son ensemble est dans l'intérêt de tous les partis. Nous n'aurons pas d'autre choix que de nous asseoir et dialoguer.
D'ici là, je mettrais en garde contre la confusion d'un conflit stratégique d'intérêts et d'influence avec un conflit religieux. Les intérêts de ceux dont le but absolu est de déraciner des hommes et détruire leur existence même ne devraient pas être confondus avec ceux politiques et temporaires, et nous devons nous protéger d'une telle pensée car un conflit religieux dans cette région serait un massacre. Nous devrions tenir nos élite et nos politiciens responsables : devrions-nous être entraînés dans un tel conflit, nous en payerions le prix pour les siècles à venir.
Une coalition d'équilibre
Alors qu'il y a eu des appels à la création d'une coalition sunnite, je crois qu'un tel axe, formé dans le monde musulman dans le seul but de traiter avec l'Iran, serait une erreur stratégique, historique et idéologique. Cependant, une coalition fondée sur le principe de servir les intérêts de toutes les nations de la région pourrait nous aider à atteindre la stabilité.
En premier au programme de la coalition devrait être la réalité quotidienne des Palestiniens, notamment le siège enduré par les Gazaouis. Bien que le public soit sensibilisé au conflit comme jamais auparavant grâce aux nouveaux modes de communication, nous avons été incapables d'en tirer avantage à cause de l'état de morcellement du monde arabe.
Restaurer la stabilité en Syrie et tenter de faire tomber le régime de Bachar el-Assad, responsable de causer une explosion politique et sectaire dans la région, devrait aussi être au top de la liste des choses à faire de la coalition. L'Irak, aussi, devrait être au cœur de la mission de la coalition car l'Irak est le bouclier de la péninsule arabique. Sans un tel bouclier, nous serions exposés à l'Iran et à tous les conflits qui pourraient naître à l'avenir. L’Afghanistan devrait aussi être sur la liste. Une situation stable dans le pays doit être atteinte, qui permettra à toutes les composantes de participer à un système politique équilibré.
Les conditions préalables à une coalition prévalent aujourd'hui plus que jamais auparavant, principalement à cause du retrait partiel des Etats-Unis des interventions entreprises par les administrations Bush et précédentes, et pas seulement au Moyen-Orient. Prenons juste l'Ukraine, qui est d'ailleurs devenue une des problématiques les plus importantes dans les relations internationales : son impact est considérable sur l'équilibre des pouvoirs, de part sa proximité avec l'Union européenne et ses anciennes relations avec la Russie et l'Occident. Alors, qu'a fait l'Occident pour l'Ukraine ?
La Russie a pu occuper la Crimée, et aujourd'hui elle intervient dans les régions de l'est au moyen des milices ukrainiennes. Qu'a pu faire l'Union européenne en dehors de quelques sanctions ? En fait, la plupart des pays occidentaux tentent de limiter ces sanctions car elles ont un impact négatif sur leur propre économie détériorée. Et que se passe-t-il ensuite ? Rien !
Même approvisionner le gouvernement ukrainien avec des armes est encore extrêmement controversé dans les cercles occidentaux et aux Etats-Unis. Si la décision de l'administration américaine est une de non-confrontation, alors tout parti peut faire ce qu'il estime être approprié en prenant toute responsabilité des répercussions. La Russie s'en rend bien compte et l'Iran aussi.
Nous avons pris l'habitude dans notre réalité arabe de regarder l'Amérique comme si c'était le monde entier, l'extérieur, la communauté internationale et la volonté politique. Mais aujourd'hui l'Amérique dit : Je ne suis plus ce que vous souhaitez que je sois. Donc, nous ne devrions pas insister. Au contraire, c'est une occasion à saisir et construire une coalition régionale avec une vision intrinsèque centrée sur nos propres intérêts plutôt que les intérêts de l'Occident.
Ce dont il est vraiment question à Camp David
Les dirigeants du Conseil de coopération du Golfe qui se sont rendus à Camp David cette semaine pour rencontrer le président Barack Obama devraient prendre en considération le fait que l'administration américaine affronte une lutte sur l'accord de Lausanne qui déterminera significativement l'héritage de Barack Obama. A la suite de la lettre des dirigeants républicains envoyée à l'Iran déclarant que l'accord ne se réaliserait jamais sous leur garde, le Congrès a légiféré qu'« aucun accord avec l'Iran ne sera valide sans l'approbation du Congrès ».
L'inquiétude première de Barack Obama est de faire passer l'accord nucléaire. La réunion tenue à Camp David, où d'ailleurs rien de bon n'en est jamais sorti pour les Arabes, est voulue à cet effet. Nous pouvons être absolument certains que Barack Obama veut cette réunion pour obtenir le consentement arabe, qu'il pourra alors présenter au Congrès et dire : vous prétendiez que nous renoncions à nos alliés traditionnels au Moyen-Orient ? Il n'est pas vrai qu'ils aient déjà approuvé l'accord de Lausanne et n'aient pas de problème.
Une fois compris que Camp David ne prévoit pas de répondre aux besoins de sécurité arabes et du Golfe, mais plutôt de préserver Barack Obama, nous savons que nous devons aller à la réunion avec notre propre ordre du jour. Nous ne devrions pas offrir gratuitement l'approbation de l'accord iranien qui deviendra une réalité au final de toute façon. En particulier, nous devrions pousser les Etats-Unis à changer leurs positions actuelles sur le Yémen, la Syrie et l'Irak.
Certains disent que les Américains nous soutiennent au Yémen. Mais ce n'est pas vrai. Au Yémen, les Américains utilisent une logique entièrement différente de celle que nous recherchons. Quand il s'agit du Yémen, les Américains disent qu'ils soutiennent la Tempête décisive pour une question de principe, mais la vérité est qu'ils sont contre. Tous les pays de la région le savent. Ils savent que les Américains pressent dans différentes directions pour influencer la situation au Yémen. Ils veulent un cessez-le-feu immédiat, suivi d'un processus politique. Ceci résultera finalement à conférer une légitimité à l'occupation houthiste du Yémen.
Quant à la Syrie, les Américains sont plutôt perturbés par l'avancée récente des révolutionnaires sur Damas. Ils ont fait pression sur tous les pays soutenant la révolution pour arrêter l'avancée sur Damas afin d'empêcher la chute du régime de Bachar el-Assad. Les Américains s'appliquent à empêcher l'effondrement du régime syrien car ils croient que la chute de Bachar el-Assad engendrera l'émergence d'un régime potentiellement terroriste. Pour cette raison, ils proposent un genre d'accord qui garderait Bachar el-Assad en place pour un ou deux ans comme une période transitoire pendant laquelle ils continueront à combattre le Front al-Nosra de l'Etat islamique et d'autres, jusqu'à ce qu'ils arrivent à conclure un accord final.
Quant à l'Irak, la politique américaine est de se tenir entièrement aux côtés du gouvernement de Haïder al-Abadi, qui n'est pas très différent du gouvernement de Nouri al-Maliki pour ce qui est des politiques et stratégies majeures du pays. La situation irakienne dont nous avons vu une sinistre scène à Tikrit nous menace toujours : une armée sectaire et des milices radicales qui commettent les crimes les plus affreux. D'autres organisations commettent des atrocités similaires. La conclusion est qu'il n'y a pas d'édifice gouvernemental irakien officiel derrière lequel nous pouvons nous tenir et dont pouvons dire qu'il représente l'état irakien. En fait, il y a un édifice irakien officiel représentant une secte spécifique et servant des intérêts spécifiques, et ceci n'est pas du tout acceptable.
Ainsi, les trois positions américaines sur notre région sont, par essence, en accord avec la position iranienne. En d'autres termes, le plafond américain au Moyen-Orient aujourd'hui est identique à celui de l'Iran.
Quand nous allons à Washington, les Américains devraient entendre des mots clairs de la part des dirigeants arabes. Ils doivent savoir que ce qui est exigé de nous a un prix et que ce prix est le soutien américain pour un changement radical en Syrie, un équilibre essentiel dans les relations entre sunnites, chiites et Kurdes en Irak, et la restauration d'une légitimité au Yémen. Sans ceci, nous ne devrions rien donner gratuitement à Barack Obama.
Le conflit sur l'âme de la région
L'avenir de la région est dans l'ombre d'un conflit interne dans nos sociétés arabes. Nous avons célébré et nous sommes sentis si excités de la réalité arabe quand notre jeunesse a réussi à se dresser fière, digne et libre et quand elle a déchaîné l'espoir en nous. Cependant, les forces contre-révolutionnaires ont rapidement lancé une attaque contre les jeunes dirigeants de la révolution et contre nos partis et mouvances politiques qui avaient peu ou pas d'expérience politique pointue.
Aujourd'hui, nous sommes dans une situation plus amère. Les flèches qui ont ciblé nos cœurs ne devraient pas miner nos espoirs. Nous devons nous assurer que le projet, commencé par un cri pour la liberté et la dignité d'un jeune homme en Tunisie, continue avec la maturité et la pleine compréhension des changements intervenant dans la région, tout en insistant au maximum sur les résultats auxquels nos aspirons.
Le projet de libération et de dignité dans notre monde arabe est un projet constant et continu. Quiconque croit que nous avons été battus, que nous devrions reculer et que nous devrions nous taire pour les vingt ans à venir, se berce d'illusions. Même si nous ne sommes pas encore parvenus au royaume de la liberté et de la démocratie dans notre monde arabe, les forces contre-révolutionnaires n'ont pas réussi non plus. Tous les régimes, apparus pour tenter d'enterrer vivante la révolution, n'ont pas réussi à se stabiliser. Au contraire, ils souffrent davantage et plus profondément que les forces réclamant liberté et démocratie.
Donc, nous devrions dire que l'espoir continue et que la marche pour le changement ne date pas d'hier et ne finira pas demain. Pendant des milliers d'années, cette région a été au centre de changements mondiaux. Tout changement qui s'y produit se reflète sur le monde entier. Le prix du changement dans cette région est plus élevé que le prix du changement n'importe où d'autre à travers le monde. Quiconque recherche une authentique stabilité dans la région de Sharq doit savoir que le prix sera très élevé, que le chemin sera très long et que la patience sera impérative. Ceux qui ne peuvent pas se le permettre devraient démissionner aujourd'hui pour ne pas constituer un facteur de frustration et de désespoir.
L'histoire nous dit que les missions divines sont nées ici et les doctrines intellectuelles aussi. Donc, c'est ici que le plus haut degré de complexité semble être, dans la réalité même que nous endurons. Aussi, quand nous parlons de Sharq, nous parlons seulement de l'esprit de l'ancien monde. L'esprit de Sharq s'étend au cœur même du monde avec sa philosophie, sa politique, son histoire et son économie. Nous devons comprendre ceci et comprendre que nous habitons à un épicentre unique de civilisations qui demande une action plus profonde et plus intelligente que ce qui a été entrepris jusqu'ici.
Le désespoir s'insinuant dans beaucoup de cœurs nous pousse à agir à la hâte. Le prix payé jusqu'ici pour la dignité et la gloire dans notre monde arabe est toujours un petit prix si l'on considère le fait que ce conflit est un conflit pour l'avenir tout entier. Ce n'est pas un conflit sur un poste présidentiel ou un siège parlementaire ou sur un portefeuille ministériel. C'est un conflit sur l'âme de Sharq, c'est un conflit sur l'âme des prochaines générations, c'est un conflit sur l'esprit du changement dans le monde entier.
Nous devons comprendre ceci et nous devons l'expérimenter et le traiter comme il le mérite. Nous devons être prêts à réfléchir et repenser nos idées. Nous devons proposer des programmes et des approches capables de faire face à tout pacte mondial ou régional. Demain naîtra à cause de nous ou malgré nous. Finalement, nous devrions souhaiter avoir l'honneur de nous tenir du côté de la nouveauté.
Ceux dans notre monde actuel, et aussi notre région et nous-mêmes dans nos propres sociétés, vivons une situation unique. Nous vivons un état de transformation qui justifie que nous le célébrions. La peine ne devrait pas nous dissuader de continuer à vivre dans l'espoir que le changement est en route. Le prix élevé ne devraient pas nous dissuader d'insister sur les grandes récompenses qui attendent nos enfants, nos petits-enfants et les générations futures.
L'esprit de Sharq
Nous devrions réaliser que nous ne sommes pas seulement dans un conflit géopolitique. Nous sommes aussi dans un conflit intellectuel, dans un conflit sur la découverte de nous-mêmes. Le soulèvement arabe nous a causé tant de douleur et tant de tragédies aussi. Mais il a révélé aussi tant de délabrement dans nos idées, nos visions et points de vue. Qui pourrait croire que nos gens, qui ont engendré ces jeunes hommes et ces jeunes femmes qui ont assailli les places pour manifester pour la gloire et la dignité, ont aussi engendré ceux qui se réjouissent de les assassiner et de les brûler vivants ?
Nous vivons aussi dans un état de crise dans notre pensée, nos méthodes et notre réalité. C'est une nouvelle opportunité pour nous de nous rebeller contre tous ces concepts et produire de nouveaux concepts qui peuvent nous élever à ce nouveau niveau. Ce niveau ne peut pas être porté par ceux qui sont en crise ou dont l'esprit est confus ou dont l'âme est perdue. Il est porté par la volonté d'hommes et de femmes connaissant l'essence de leur identité, culture et civilisation. Ils savent qu'ils ont l'esprit de victoire en eux plutôt que la promesse de massacre.
Le désespoir ne devrait pas nous obliger, pas même pour un instant, à choisir le suicide au lieu d'une vie digne. Notre propre existence est sacrée et Allah nous a créés pour peupler le monde, pas les cimetières. Nous sommes les habitants du monde, les habitants de la vie et les créateurs de l'espoir. C'est la culture de Sharq.
Notre jeunesse est aujourd'hui divisée et perdue entre les appels bizarres et les slogans étranges élevés au nom de la religion ou au nom de la vengeance, ou au nom de la secte ou au nom de l'ordre ou au nom de ceci ou cela. Mais où est ce profond, vieil, ancien esprit qui existe en chacun de nous ? Où est l'esprit d'amour et de fraternité parmi les enfants de Sharq ?
J'ai habité en Palestine, une terre de diversité religieuse et sociale ancienne. Chacun de vous, qui appartenez à cette région, avez habité dans ce pays, ce village et cet état. Nous avons tous vécu ensemble avec nos amis et nos voisins, musulman ou chrétien, chiite, sunnite, druze ou alaouite. Nous avons vécu comme des Arabes, des Kurdes et des Ajams et coexisté tous ensemble dans le seul et unique Sharq.
C'est son véritable esprit et ceux qui défient cet esprit échoueront. L'esprit de Sharq est éternel et ne devrait donc jamais être défié. Ce Sharq est la diversification. Ce Sharq est la pluralité. Ce Sharq est le dépassement de toutes les différences. Quiconque désire se glisser dans un trou pour s'y cacher, n'y trouvera rien d'autre qu'exclusion et mort. Quant au Sharq, avec sa lumière et son avenir, il sera, par la volonté d'Allah, toujours là pour nous tous. Si nous devons combattre pour la liberté, nous devrions combattre pour la liberté de tous.
