Source text - Greek Προσπάθεια να καλυφθεί μέρος του χαμένου εδάφους επιχειρεί η κυβέρνηση, αν και η επίτευξη μίας συμφωνίας που θα αποδεσμεύσει μέρος της δόσης έως το τέλος της εβδομάδας θεωρείται απίθανη. Το γεγονός αυτό, σε συνδυασμό με τη δεινή κατάσταση των κρατικών ταμείων, θέτει εν αμφιβόλω την καταβολή συντάξεων και μισθών αυτή την εβδομάδα. Το Brussels Group, που αναμένεται την Τετάρτη να συνέλθει σε κανονική συνεδρίαση, επαναλαμβάνει τις εργασίες του σήμερα, μέσω τηλεδιάσκεψης, σε μία προσπάθεια να ξεπερασθεί το κλίμα αδιεξόδου που καλύπτει τη διαπραγμάτευση.
Παράλληλα, σε ανοιχτή γραμμή επικοινωνίας για το αμέσως προσεχές διάστημα ο πρωθυπουργός κ. Αλέξης Τσίπρας και η Γερμανίδα Καγκελάριος κ. Άγκελα Μέρκελ, οι οποίοι είχαν και χθες το απόγευμα τηλεφωνική συνομιλία, σε συνέχεια της συνάντησής τους στις Βρυξέλλες την περασμένη Πέμπτη.
Συνεργάτες του κ. Τσίπρα χαρακτήρισαν τη χθεσινή τηλεφωνική επικοινωνία με την κ. Μέρκελ "αρκετά παραγωγική", αφήνοντας να εννοηθεί ότι έγινε προσπάθεια να "επουλωθεί" η πολύ κακή εικόνα που βγήκε για την πορεία της διαπραγμάτευσης από το Eurogroup της Ρίγα. Από το Μέγαρο Μάξιμου επιβεβαιώνουν ότι οι κρίσιμες διαβουλεύσεις στην κατεύθυνση αναζήτησης συμφωνίας θα γίνουν στο ανώτατο πολιτικό επίπεδο. "Το παίρνουμε επάνω μας γιατί οι υπουργοί Οικονομικών δεν έχουν μεταξύ τους Χημεία και επικρατεί αρνητικό κλίμα", αναφέρουν ενδεικτικά. Παρόλα αυτά, ο κ. Τσίπρας αναμένεται να διατυπώσει δημοσίως τη στήριξή του προς τον υπουργό Οικονομικών κ. Γιάννη Βαρουφάκη, στον απόηχο της σκληρής κριτικής που αυτός δέχθηκε από συναδέλφους του στη Ρίγα.

Το πρόβλημα ξεκινάει από αυτή την εβδομάδα, που θα πρέπει να καταβληθούν μισθοί και συντάξεις και είναι αβέβαιο εάν οι φορείς του Δημοσίου θα προλάβουν να καταθέσουν τα διαθέσιμά τους στην Τράπεζα της Ελλάδος, ώστε να τα αξιοποιήσει το Δημόσιο. Και βέβαια, ακόμα κι αν προσπεράσει το υπουργείο Οικονομικών το σκόπελο αυτής της εβδομάδας, υπάρχει η 12η Μαΐου που πρέπει να αποπληρωθεί στο Διεθνές Νομισματικό Ταμείο. Ποσό της τάξης των 700 εκατ. Ευρώ. Είναι αμφίβολο εάν θα υπάρχουν στα κρατικά ταμεία τα κεφάλαια αυτά.
Στην κατεύθυνση αναζήτησης συμφωνίας, φαίνεται ότι η κυβέρνηση συζητά το ενδεχόμενο περικοπών σε υψηλές επικουρικές συντάξεις, την χρονική μετάθεση αλλαγών στα εργασιακά και, αντί για αύξηση του ΦΠΑ στις τουριστικές περιοχές, την επιβολή φόρου πολυτελείας, ανάλογα με την κατηγοριοποίηση των τουριστικών καταλυμάτων.
Translation - English The Greek government may be attempting to cover some of the lost ground but it is highly unlikely that the agreement required to release the next bailout instalment will be reached by the end of the week. This situation, in conjunction with the dire state the public treasury currently finds itself in, renders it doubtful that pensions and salaries will be disbursed within the week. The Brussels Group, scheduled to be in session on Wednesday, will be holding an extra meeting today via teleconference, in an attempt to overturn the climate of impasse currently reigning over the negotiations.
At the same time, Prime Minister Alexis Tsipras and German Chancellor Angela Merkel, who will be keeping an open line of communication within the coming weeks, were in telephone contact yesterday afternoon, following their meeting in Brussels last Thursday.
The Greek PM’s associates stated that yesterday’s telephone communication was "rather productive", thus leaving room to surmise that there were attempts to mend the very poor image projected after the Eurogroup in Riga over the progress of the negotiations. In a statement issued by the PM’s office, it was stated that the crucial negotiations in the direction of reaching an agreement will be held at the highest political level. “We have decided to take matters into our own hands, due to the lack of chemistry between our finance ministers and the negativity it gives rise to,” the statement said. Nonetheless, Tsipras is expected to publicly extend his support to Greek Finance Minister Yani Varoufakis, in the aftermath of the harsh criticism the latter received in Riga.
The Greek government will start feeling the strain this week, when pensions and salaries need to be disbursed although it is uncertain whether the various government agencies will have time to deposit their liquidity reserves in the Bank of Greece so that they can be placed at the state's disposal. Further to this, even if the Ministry of Finance manages to resolve this week’s conundrum, there is still a 700 million euro (840.5 million USD) IMF debt instalment that needs to be paid on May 12, with funds that are not as yet secured.
With a view to reaching an agreement, the Greek government appears willing to discuss: potentially trimming high auxiliary pensions; postponing the requested labour market reforms; or, finally, instead of raising the VAT in areas receiving large numbers of tourist, imposing a classification-dependent luxury tax on accommodation units.
