If it's really a placeholder, the term is self-explanatory: A placeholder will be replaced by other text using some form of look-up (with the placeholder string as key) later on. Never translate placeholders unless asked to.

Ask your client. Usually there is no need to translate placeholders (or it may be even strictly forbidden to do so), but sometimes it may be necessary - for example if the plaholder should be manually handled by somebody, for whom you are translating the text (German speaking person, not English speaking person). You cannot know, how the placeholder will be used, but your client will surely know it.

It is not usual to translate the placeholder. But rarely needs to be translated (Or at least should be footnoted).
