neck vein distention would be the term commonly used when there is abnormal filling of the neck veins, so this would be the opposite.

SJLD, JVD is also correct of course, but I have seen neck vein distention often enough to be able to say it is common usage when not abbreviated.

jugular venous distension

Perhaps a more technical term than the others given. Certainly what is used on my hospital ward.

Note spelling of distension (it is frequently wrong on the internet).
