Rental agreement - action in emergencies
The first sentence is fairly clear, but the second doesn't make sense to me. This is a commercial property - does it obtain its electricity, heating and cold water from a local housing cooperative or some such? Is the gap between ЖЭУ and 5 significant? What's the Ministry for Emergency Situations got to do with it?

ЖЭУ-5 is a local utility company (the number is important). The Emergency Ministry's responsibilities include firefighting and fire prevention. What exactly they mean by "поддерживается взаимодействие" is quite unclear, though. Most probably, they negotiate utility prices and fire prevention requirements.

I might be wrong about the utilities, though. It's rather a property management company that maintains buildings and utility lines. One thing ZHEUs have in common with the emergency ministry is that they have a staff of inspectors.

С поправкой на аренду офисов - забота об арендаторах (не только о жильцах). В общем, если арендаторы и жильцы доверят свои интересы Обществу, то последнее не оставит их на произвол судьбы в случае чего.
Города поделены на районы, каждому району присвоен номер, определенный адрес относится к тому или иному ЖЭУ (жилищно-эксплуатационному управлению).

ЖЭУ (Housing and Utilities/Operation Department) is a utilities managing body for a city district. A condo in spite of the private ownership is not absolutely independent, the tariffs for the utilities are established by ЖЭУ and the maintenance services are also provided by ЖЭУ. Ministry for Emergency Situations deals with serious cases of emergency (breakdown (or even burst) of gas supply, electricity system, etc.)
The Condominium Managers work in close cooperation with ЖЭУ and МЧС / communicate with Housing and Utilities Operation Department (ЖЭУ-5) and the District Division of the Ministry for Emergency Situations on all the relative issues.
