LUDOVICUS REX PLURES NON CAPIT ORBIS

Non-PRO English to Latin Other Mining & Minerals / Gems Inscription on a metal button
With a metal detector I found a metal button with the following words:

LUDOVICUS REX PLURES NON CAPIT ORBIS

This was found in an old park in Tulsa, Oklahoma, USA buried 3 inches under the top soil.

King Louis does not capture more cities.

This is its literal translation but which King Louis is meant is not at all clear.

There is no room in the world for more than one King Ludovicus or ? Ludwig

BUT the Latin construct is a little odd and incorrect. Ludovicus could refer to a Louis given the 'Fleur de Lys' design type in the middle or maybe refers to Ludvig of Bavaria? These 'coins' or buttons with these designs are turning up all over the place and even just now on the little island I live on. Most that I have seen are some cheap alloy metal very light but there are some old ones around too and I wonder if these are used by a group of people to signify something something to others? I have no idea.
