I believe it means use in a manner that is reasonably expected from any professional, i.e. in compliance with the site rules and without abuse of the system or foul language, etc. They don't refer to professional use of the Internet but to your respectable conduct while using it.

The dictionary definition of "professional" applicable in this context is "exhibiting a courteous, conscientious, and generally businesslike manner in the workplace." In your example it applies to both behavior at the workplace and the Internet use. In other words, don't do anything online on your work computer that you wouldn't do at the office in front of your coworkers or your boss! :)

Basically they're saying you can use the internet on your down time, but keep it clean, or "professional" as in not "out of line" for a work environment.
Email, facebook, etc would be ok for personal use unless it's specifically banned.

My hubby is the director of a company and he says that now even web based email and social networking sites are a no-no. He says professional use of the computer would be reading the newspaper online, googling something, etc.
Email, facebook, etc would be ok for personal use unless it's specifically banned.
