The common characteristics most interpretations share are on demand scalability of highly available and reliable pooled computing resources, secure access to metered services from nearly anywhere, and displacement of data and services from inside to outside the organization.

The corresponding English Wiki definition was quite different.
Pascal Nguyen wrote an article on the subject, translating this definition as "Cloud computing is a concept of deportation on distant server of computer service which are traditionally on personnel computers."
For your legal purposes this will do.

Come to think of it, both in French and English 'déportation' and 'deportation' are misused.
But we remember the GIGO principle of consistent translation.
The more so that they executed it in French. :-)

I think I'd rather go with "remote" than "displacement". :-)
Although it is not exactly "déporté", but "déporter".
The corresponding English Wiki definition was quite different.

: That is a far too literal translation overall; 'deportation' has a quite different and far more restrictive meaning in EN. As Bohy says, 'déporté' is fine in FR with this meaning; 'displacement' is OK for this sort of meaning: 'moved somewhere else'
