The context is probably Basic Law: Freedom of Occupation. This clause, no. 8, allows the Knesset, under certain conditions, to pass laws that violate the rights protected by this basic law.

agree Daniel Isaacs : I just wish to note that the Ministry of Justice prefers the name "Basic Law: Freedom of Vocation" for what, I think, are obvious reasons :)
