Muriel, I actually think "foundation" is the right term here. These "fundações" are the bases that support the embankments/fills, in the same way, functionally speaking, that a concrete footing supports a column or a wall in a structure. Loads from the fills are transfered to the foundation (the soil underneath the embankment), which must bear these loads without failing (and for that sometimes it needs to be stabilized or reinforced).
